Fire Safety

1. Keep all exit corridors, stairwells and hallways clear of obstructions and/or debris. Any item left in a corridor, stairwell, hallway, or foyer for more than 48 hours will be removed at the owner’s expense. See corridor storage policy.

2. Where sprinkler protection is provided, always maintain at least 18 inch clearance below automatic sprinkler heads. Do not store materials or place equipment directly under sprinkler heads and never hang items from sprinkler heads.

3. Portable electric space heaters can only be used in some areas and under certain conditions. Portable gas space heaters are strictly forbidden. See space heater policy for additional information.

4. Turn off heat producing equipment such as automatic coffee pots when not in use, especially at the end of the workday. An automatic timer may be used for this purpose.

5. Trash receptacles should be metal or FM/UL approved plastic. All trash receptacles in hallways and exit corridors must be covered or equipped with a self-extinguishing lid assembly. All trash containers of 20 gallons or greater capacity must be provided with covers.

Exception: Oily waste containers must be FM/UL approved (metal construction with self-closing lid).

6. A holiday decorations policy has been established by the OEHS. The policy is posted on the OEHS website and is distributed to all departments as a reminder every November.

7. A Hot Work permit must be issued prior to commencement of any hot work including welding, cutting, or soldering. (See P & P Section 24)

8. Lit candles are strictly prohibited in all University locations.

Emergency Action Plans(EAPs)

Emergency Action Plans (EAPs) have been developed to assist personnel in conducting a safe and effective evacuation of our buildings.  A potential evacuation may be required for events such as a fire, police action/civil disturbance, hazardous material, severe weather, utility outage, disease outbreak, explosion/structural collapse, or weapons of mass destruction.  All elements in the plan must be followed.  If you have any immediate questions regarding the plan, please contact the appropriate Departmental Safety Representative (DSR) or others as listed in Section H of the EAP.  This plan will be re-evaluated routinely or when changes are indicated.

EAP Training Module

The training of personnel in your department must be conducted when the plan is developed or an employee is assigned initially to a job, when the employee’s responsibilities under the plan change and also when the plan is changed.  DSRs will be notified of any changes via email or from meetings held by OEHS. Training on Tulane University's Emergency Action Plans are mandatory for all new employees and can be accessed on the Training Wave learning management system.

Crowd Manager Training

This is a new fire code requirement as per NFPA 101 – 2009, Section 12.7.6 which has been adopted by the Louisiana Office of the State Fire Marshal.

In Assembly occupancies at least one trained crowd manager or crowd manager supervisor must be provided. These occupancies include facilities involving Commencement, activities at Turchin Stadium, Dixon Hall, McAlister Auditorium, Avron B. Fogelman Arena in Devlin Fieldhouse, etc. An Assembly occupancy as per the fire code is where there is a gathering of 50 or more persons for deliberation, worship, entertainment, eating, drinking, amusement, awaiting transportation or similar uses or used as a special amusement building. For an occupant load which exceeds 250, additional trained crowd managers or crowd manager supervisors shall be provided at a ratio of one crowd manager or crowd manager supervisor for every 250 occupants, unless otherwise permitted by the following: This requirement shall not apply to assembly occupancies used exclusively for religious worship with an occupant load not exceeding 2000. The crowd manager shall receive approved training in crowd management techniques. Crowd managers will be appointed by the departments responsible for the assembly occupancies and their activities.

To access the Crowd Management training module, complete these steps:

  1. Go to Gibson Online.
  2. Sign in.
  3. Click on Staff, Faculty or Student.
  4. Click the "Training Wave" link under "Services."
  5. Click "Course Catalog" under "My Menu."
  6. Look for the following course:

    Course Title: Assembly Occupancies and Crowd Management
  7. Click Launch.

Personnel who are to serve as crowd managers must successfully complete this training module which includes a quiz. Also, when you have successfully completed the course and quiz, you will be allowed to print a certificate. Please print the certificate to be given to your supervisor or manager for documentation.

Focus Inspection Form - Fire Safety. Focus inspections are conducted by DSRs. Follow-up procedures for findings: In most cases, a 15-day period is allowed for preparing a response to inspection report violations before a "no response" memorandum is issued by OEHS. If OEHS recieves no response to the inspection report, it shall follow the chain of command in its efforts to secure compliance. Additional follow up may be necesary if all violations have not been corrected within a reasonable time period.

OEHS is responsible for conducting the fire extinguisher basic training and performing annual audits.
